I wrote to Google about this a year ago.
Their response:

Thank you for taking the time to write to us about your search on Google. Others have also pointed out to us this unfortunate result and we regret that searches on this keyword point to the George W. Bush store site. Let us assure you that Google is not intentionally directing traffic in this manner through any act of human intervention. Rather our unique website ranking algorithm is the culprit.

Unlike other search engines, Google relies heavily on the links from one site to another to determine the "importance" of a page and its likely relevance to your search query. Part of the equation is an evaluation of the text description tied to the link. In an overwhelming majority of cases, link text produces excellent search results. For example, if you search on Google for "bush for president merchandise", the first result will be www.georgewbushstore.com - the same page that was the first result for the query you cite.

Of course, some link text is misleading, just as the text on some pages is misleading. Google strives to accurately weight all of the data so that we give solid results, but nothing is foolproof. Examples like the one you mentioned are valuable to us, because the point out areas where our algorithms can be fine tuned to make our search even more reliable. It is unfortunate that these exceptions are occasionally dramatic and misrepresentative.

Our ranking system is quite complicated and the data set we look at enormous (more than 1.3 billion web pages), so we cannot examine any one result to determine if it caused by link text on a particular site, or some other combination of factors. Nor can we manually change results since our system was founded on the principle of impartial rankings based on the relative popularity and relevance of pages on the web. In fact, the only way that we could manually alter this result would be to remove www.georgewbushstore.com from our index. We don't believe this is an appropriate remedy as it would prevent those trying to reach the site from finding it with Google.
