    Yes and the latest plans are to increase the fares. Not put more carriges on or run extra trains. The idea is that increasing the fares at peak periods will reduce overcrowding and encourage passengers to go off peak.
    One problem many companies don't run flexi time schemes so the poor passenger will be either forced to either use the car or get a job elsewhere.
    By the way some passengers are already paying £5000 pounds a year.

          I'd assume just for train passes. For example, in toronto, we have the TTC (Toronto Transit Commission) for in-city transit, and GO (Government of Ontario) Transit for commuter trains. If you need both to get to work (which I would if I didn't drive) it would cost you:

          TTC Pass: $93.50/month
          GO: $50.50/10-ride ticket or ~$202/month (this ticket is based on distance, this is what it would cost me personally).

          Total: $295.50/month or $3546/year.

          £5000/year works out to $12169.89 in canadian dollars, so yeah, that's a little steep
