Historically, people have had to campaign for equal rights (ie take them)
Idealistically we should all receive them.

And the way I read the rights/responsibilities thing is this:
With rights come responsibilities. Therefore whether earned, received or taken, rights come with the responsibilities attached.
All in a very hypothetical manner of speaking of course.DM says: Crunch with Matrox Users@ClimatePrediction.net

Women !? Equal rights my A## !
Buy them flowers, open the door for them, take it to the extreme - never beat a girl.
They want equal rights ? Ok, let them start buying their own flowers, opening their own friggin doors and stop demanding to be treated as "ladies" cause once we're equal, this "lady" thing is over !
They cry that they don't have enough representatives in the Parliament ? Maybe once women start voting for women it'll change. After all, they are just a bit over 50% of the population.
Just to remind you all what happens when women (at last ?) do get the right to vote, check Iran.

Rights are not taken or recieved, they exist, and sometimes you have to defend them.
