Most of this "new" policy isn't. Back in Gulf War I it was made very clear to Saddam that if he used WMD's we would respond with nukes.
What is new is that we *might* consider pre-emption....meaning, for example, that if a Predator sees a radiation or chemcial signature indicating a WMD in preparation for launch we reserve the right to use whatever means is necessary to stop it.
