Generally speaking: left-wing voters who elect local prosecutors and judges based on emotion instead of common sense.
Also a problem has been the lack of recognition in many places that when citizens are disarmed, either by not being able to get a gun or not being able to use it, the bad guys know this and take advantage of the situation.
In most states where this has been a problem things have slowly changed with the enacting of concealed carry laws and States attorney generals (mostly all Republican) issuing policies that self defence is not prosecutable. There has been slow progress in those areas that are under Democratic rule, but progress still moves on.
Another problem is that once you get someone in like Clinton, who appointed dozens of ultra-liberal Federal judges who are in office for life, you have an endemic problem with decisions that encourage criminality instead of discouraging it.

You know, historically, when government goes too far one way or another, revolutions happen. Look at Russia in 1917.. Berlin 1989.. The Bourbon Kings in 1789.. George III in 1775.. Hitler's failed Beer Hall Putsch in 1923.. the one thing these all had (except for perhaps 1775) was a perception that the leader(s) were weak in their resolve, and that popular feeling would permit a revolution to take place. What will it take this time, I wonder? Unfortunately, due to gun control in the UK you have citizens armed with swords going against a government armed with cruise missles.. never in history has revolution been such a difficult option. Do you think Louis XIV had absolute power? What about a modern head of state who is the only one allowed to wield nukes? Even if the Army supported revolution, a chagrined leader would still be able to take out his own alienated countrymen without much trouble.
