Taxi drivers don't pay it. Public transport is actually (despite the propensity of us Brits to complain) very good. It is perfectly possible to live and work in London without owning a car. In fact virtually all twentysomethings I know do exactly that.

I saw the whole congestion tax thing on the US national news last night. I really bet Taxi drivers hate it. Is the public transportation really good enough, and cheap enough, that it can handle the addition strain of commuters that can't afford to pay the 3 pound per day tax?

Can't answer for London but in Sheffield transport isn't good enougth. Perhaps someone ought to look at the old South Yorkshire transport and how that ran. You didn't need a car in those days unless you're buying something bulky. Everyone went by Bus it was reliable on time since no one drove and very frequant. The part of towm where I live we're expected to drive and not catch the bus according to the bus companies as we're well off and don't need a service.
