Sounds like he realized that he bought a borked card, so now he is trying to make an excuse to return it, by damaging the card himself...We have enough youth - What we need is a fountain of smart!

eBay OUGHT to protect you in cases like this.
You clearly stated that it was dead.
You never said it WASN'T damaged, physically.
You have pictures of the damage to the card, AND pictures of the undamaged card before shipment.
If the Post Office insured it, they will pay out. This "sworn statement" BS is just that - BS. They have to pay, that's why you buy the insurance. You could put it in a friggin' concrete box, guaranteeing damage... and if you insure it, and THEY STAMP IT AS INSURED, they'll pay.
This guy is trying to scam you. I've dealt with this kind before.
And back then I got screwed, because of the way PayPal used to be structured. No more. You're in the right, thank goodness.

PayPal is more trustworthy now that it's owned by eBay. I still don't think I'd process more than $100 through there though.

How long do money orders take in the US? They're forbidden to take more than three weeks inside EU borders. Oh, and they MUST be free inside the EU, too, but some banks still try to charge you for EU-wide transfers.

Well, the money order costs (usually less than a dollar) to write, but they're instantaneous... meaning that they are like cash.
If I walk into a bank or anywhere that accepts money orders, with appropriate ID, I walk out with cash. No waiting.
