Well, I don't think ALL weapons are gonna be banned any time soon, so this type of weapon has distinctive advantages, instead of a minefield, for example. A commander doesn't have to shout CEASE FIRE! He just pushes a button on his remote control.

In that case you use the latest in grenade designed for the OICW (Objective Individual Combat Weapon). It's grenade has a programmable fuse and the electronics to use it effectively.
You first use its laser rangefinder to get the range to the obstacle, estimate the thickness of said obstacle then fire. The shell passes over the obstacle, passes it by the programed distance then explodes in a downward hail of anti-personnel fragments.

Red already mentioned it. The ideal use for something that fast is defense. Naval ships currently have tracking systems that control anti-missile cannons. This is a nice improvement for them.
