No, its symbolic of peace and tranquility, according to some Buddhist cults. As I understand it, it is symbolic of the quest for Nirvana, the golden world of perfection, in the distance, with five steps towards it.
I find that, as geometric art, it is quite restful to contemplate, even abstracted from its religious significance, if you consider Buddhism to be religious (for me, it is more a way of life, seeking peace and perfection, than a true religion). It's a pity that I don't have the qualities to be a Buddhist.
