Actually I think the whole approach has a lot more to do with local staff not just being employed by Shell in its activities, but running them as well. Tends to help the old sensitivity etc and reduce the "colonial" old-school attitude.

The flip side is that in my office in London, of a team of 13 or so only 2 of us and a part-timer are English - I am facing a Romanian and a Senegalese at the moment. So I guess the "employ the Dutch and Brits abroad" attitude has flipped over into "employ our local staff in the head offices for a stint"...
