I know that in germany/austria a limited number of private copies (for use in the car, 2nd house,...) are legal (so far). to "compensate" the industry, there is a fee on certain recordable media.
Yeah, I'm pretty sure of it. Every blank CD or DVD media suitable for recording music (I'm not talking about mp3, ogg and the like) is taxed 0.02 euros that are given to the SGAE (the association of musicians/artists here at spain). Two years ago many music radio stations started to play classical music as a complain to the SGAE, since they wanted even more money from the radios. At the end the radio stations won, if they don't put the songs the sales go down.
However with this new tax on CD media nobody is going to stop buying blank CDs neither will anybody stop copying music.
