You could bet your bottom dollar that if someone installed it here, it would be the wrong way round!

I see one disadvantage with it: both outside surfaces are polymers, unlike traditional bullet-proof glass, which has glass on the outside. This will result in higher electrostatic charges, attracting more dust, which could scratch the surface more easily when cleaned. Maintenance costs would therefore be higher, as periodic repolishing may be necessary.

I bet it would be easy to make the glass with a conductive coating that is transparent.

Yes it would, but one piece of gritty dust on a cleaning cloth could damage it. Imagine it as a car window, going through an automatic car wash, where the filters are not over effective and a piece of muck could easily get lodged on one of the "brushes". And cleaning it could remove the antistatic coating.
