$7,000,000.00 is a pittance compared to the cost to maintain, run, and dock the thing. Let's see.. how many gallons in a TON? Then there are the crew's salaries and food to feed them. Pay them bare minimum, say $10,000.00 per year each plus $4000.00 per year for food and other necessities per seaman yields a figure of $18,200,000.00 per year. And that's not including the cost of their orange jumpsuits. Of course, if you bought teen nudist slave girls from the Russian mafia to fulfil these duties, the costs would be substantially less over time.. they might even throw in a nuclear warhead or two with such a large purchase. Just remember, if some character named James Bond comes on board, forget the razor-sharp banter over martinis and caviar.. kill the SOB before he blows up your first strike military yacht! Nothing fancy either, like dragging him over coral in shark infested waters, or letting him get fried by the exhast of your nuclear missles when they take off.. just put a bullet in his head.Fuel: Oil

Well, although the full crew compliment is 1300, it wouldn't take that many to keep it afloat as a pleasure ship. There would be no need for air force personel, or gunnery, torpedo, or other miltiary types. I imagine a few dozen as a skeleton crew could keep it up and running.
If you tossed anchor somewhere in shallow international waters, there'd be no docking fees, or need to keep it stocked with any aircraft fuel, or massive amounts of fuel oil.

If I were a billionaire, I would buy this thing in a heartbeat. I think I know what I'd do with it. It's so huge I could have a part of it sectioned off for my private use, but use some of it as a museum and make a deal with the council in Orkney to use it as a tourist attraction in return for free use of Scapa Flow as a home port to harbor the thing. This "museum" would only be open in fair weather months (and how many of these are there in northern Scotland?) So if I wanted to, I could burn a few tons of oil (
) and cruise down to the Carribean or south seas during October-April or so..
At any rate, there is a vast amount of room in there to build a floating mansion and still have areas preserved as a museum.
