$15.3 Billion annually is far from financial strangulation.

Consider that during the last DECADE, the Russian program has recieved $4.3 Billion and the accomplishments haven't been too far behind NASA's results.

With NASA's budget, Russia would now have bases on the moon and mars...
Let us return to the moon, to stay!!!

      What are Russia's accomplishments again?

Let's see, we're on Mars, for the 3rd time. We're checking out comet tails. We're pushing towards the extremes of the solar system. We're paying for the ISS when the Russians fell short. We're running the rather badass Hubble telescope.

The Russians? They're launching Soyuz, just like they've always been.
Gigabyte P35-DS3L with a Q6600, 2GB Kingston HyperX (after *3* bad pairs of Crucial Ballistix 1066), Galaxy 8800GT 512MB, SB X-Fi, some drives, and a Dell 2005fpw. Running WinXP.
