so they actually need it to keep the population healthy
Oh well, Canada is falling down the list a bit. Our broadband availability is very good, but I think we probably got hurt by our mobile phone stats.
By the way, my first connection was a 300 baud modem on my C64. First ever connection was to the public library's electronic card catalogue system. It was very exciting.

We're a bit lucky in some places in Canadas capital region; if your anywhere near the city you can get 4Mb down /2Mb up connections easily. Some folks on the outskirts can't get squat; my brother's using a 26,400 baud connection (thats a 56K *attempt*, but the line is so dirty it drops to 26,400. Satellite is an option for him, but not a cost-effective one.
I would bet that the "dirty line" is between the pole and the modem. See if he gets better speeds with a cat5 directly to the phone service coming into the house. Lots of homebuilders daisy-chain phone wires when wiring the house, resulting in this crappy connection. The other thing is the drop.. that is, the line between the house and the pole.. that's often neglected, too. If they won't run a new one when he asks, tell him to whack it down with a big dead branch and call it an act of God. He'll get a new drop then.
