GNEP's the closest, SitFlyer second, and gt40 third. I was actually looking for the Needles highway (which is a really cool drive) in the Badlands when I found this place that I had never even heard of instead.

Grand Canyon
Mesa Verde
...I'm going with Bryce.

Could it be Castle Valley, near Moab?
I've spent several weekends at Moab and have always been amazed at the scenery of the region. One of the finest places to visit is Dead Horse Point State Park, perhaps less spectacular than Arches and Canyonlands, but the road is much higher, with the Green River and the Colorado canyons cutting round it.Brian (the devil incarnate)
