Imagine a neighborhood, a noisy neighborhood in a college town. Two young men live in an apartment in this neighborhood. The two young men decide to throw a Chinese New Year party on Saturday. Friends come in, there is food, music and everyone is having a good time. The only people going outside are those who want to grab a smoke.
Suddenly, around 11pm nine, count them, nine police officers come to the door. The officers tell the two men they have received a noise complaint. The hosts comply and turn the music off. The officers ask if anyone is underage, the response is a truthful no. The two young men are respectful and cooperative. The officers then write a ticket to each of the hosts for $350 and tell them to appear in court at the end of this month.
So let me recap here:

7 blocks away from the school in a neighborhood that always has parties going around
My ticket has 10:39pm, my roommate's 11:05pm
