                Oh yes.. especially when you are dirt poor. Why would you need a passport when you never travel?

                  It comes in handy as a form of identification, if nothing else.

                      If I'm not mistaken, they use their driver's license, credit cards, anything that holds some ID information...

                      Quite a difference from Belgium, where you have an ID card - accepted througout Europe - which you must carry around at all times. It is also accepted to carry your passport (if you have one) with you in stead of the ID card.
                      (no other document is considered a valid proof of ID !)

                        I thought the drivers licence was also accepted in all EU countrys ?

                          Not that I know of. In germany, it's your ID card, and you theoretically need to carry it all day, every day, though this isn't really enforced (mainly because there is no reason to check everyone's passport all the time).

                            In the Netherlands, drivers license is accepted even though it is not proof of ID strictly under law.
