A common drinking game involves watching a movie (or TV show, or whatever) and assigning drinks to various actions. The classic, of course, is the movie "Arthur", where Dudley Moore plays an alcoholic, and you drink every time HE drinks... which is deadly since he spends the entire 90 minutes drinking.
But just as common are movies such as Star Wars (take a shot every time someone says "May the Force Be With You"), etc.
So the humor in this scene was that they were watching the telecast of the robot's rampage, and drinking.The Internet - where men are men, women are men, and teenage girls are FBI agents!

It was written, directed, voiced, and scored by a guy named Bud Luckey, who is also the voice of Agent Rick Dicker in "The Incredibles".
He's their oldest animator, one of the first they hired, and he's the guy who created "Woody". He's pretty brilliant, and highly respected... and a decent songwriter, too. (Although the music was eventually performed by a famous Nashville country group...)
The Jack Jack short was fun, and so were the RPG-like NSA sheets (they weren't all consistent with their specs though...).
