Your perspective of this crisis appears to be skewed as there is much being done. Maybe you're just focusing too much on New Orleans as it is the one being focused on by the media, but other areas were hit just as hard if not worse and things have not degenerated anywhere near as much as what we see in NO.

Complication: the Governor of Louisiana has NO constituional authority to impose Martial Law, which the vast majority of other Governors have

My bet is that if this continues after the NG troops arrive Bush will Federalize them and declare Martial Law himself under his authority as Commander In Chief.
