    The topless part was quit the fad when it was first anounced, but haven't seen many adventerous women since the first year.

      As far as I know, prostitution i.e. escorts are legal, but soliciting, streetwalkers and bordellos is illegal..
      ( I used to date a law student, I have not looked into this in several years )

        yeah, it's the solicitation that illegal, not the paying for sex part.

        kind of a catch-22 in that some form of solicitaiton is required before the act.
