Yes, yes, the whole war thing sucks and there are people suffering because of it, but whether they are suffering more because of the war or if they would have suffered more without it is a debateable question. Their standard of living surely hasn't decreased enough that they can be classified as "suffering" in the context of that phrase. To "suffer under someone's rule" demands at least a decade of suffering at the least, a generation on the average.

I think Bush's crappy administration has cause pain and suffering in many corners of the globe ... but Bush doesn't rule jack, and the suffering isn't bad enough to dictate that usage of that phrase.

Jamm, I agree with you, and I knew this choice of words was too strong for what I wanted to say. But I didn't find any better words on short notice and they get the point across (albeit too strongly), so I chose them.

EDIT2: This also includes residents of the USA (for whatever domestic stuff he does wrong) as well as in other western countries that (and here it gets controversial, so let me say upfront that he surely isn't the only factor in this - far from it!) are now fearing terror partly because of his politics.
