In most of PA and Jersey, there are "jugend" turns, meaning if you want to turn left across traffic, you have to get off on a little "mini-exit" to the right and wait at a light.
But in SOME parts of Jersey, especially near Princeton, you just come to a break in the road... and turn across traffic. No signs, no lights, and LOTS of accidents.

In general in the USA, most states follow the "traffic entering circle has right of way" rule, which is (IMNSHO) retarded. In Massachusetts, we do "traffic ON circle has right of way" (we call them rotaries here), which seems to work ok. I don't know how giving right-of-way to entering traffic does anything but cause problems, though.
