1 - It isn't the USA where you can just sue anybody and everybody
2 - The ignored a traffic sign, which clearly states that it's a bus lane only
3 - Driving without seatbelts is totally your own responsibility

My guess is that in the Netherlands if this happened to you and you tried to sue you'd get fined for ignoring the signs, driving without seatbelts and possibly for trying to damage public property. We have similar devices in some cities in Belgium too... It is often used to block off roads that are only temporarily open (e.g. in pedestrian zones to allow for delivery trucks, or for seasonal changes).
In some other cities, more primitive methods are used: there is a (shallow) hole in the ground, and only vehicles with a certain wheelbase (e.g. busses) can pass over this hole. Possibly, 4 wheel drive vehicles could pass it too though.
If it what is shown in the movie would happen, the situation would be like described by Umfriend.

My site at work used to have the automatic ramps coming out of the floor, but they were always failing. Now we are back to the traditional barriers that angle up when activated, and have to be replaced twice a year when people drive through them
I think the Woman was intent on getting the child out of the car, and there may have been all-round airbags, so a burn could have been possible.
Imagine 6-12 airbags going off at once, and you have a hot, gas-filled car (non-lethal gas).
I suspect they all had whiplash problems, and the driver should be beaten to a pulp by his wife and child for being so inconsiderate, stupid, and well, f***ing stupid.
