    As Gurm said. Abstinence may be an option for some, but certainly not for all or even for a large percentage of any given populace.

    I really can't understand why wearing a piece of very thin rubber on your member somehow makes you go straight to hell, but cutting off a part of said member is perfectly OK.

      It's far more complex than that. I was oversimplifying drastically. I know there are free programs. It all really does boil down to two things in the end - money and religion.

          Money wouldn't be an object if they were willing to use the condoms. Huge sums of money would be pumped by the richer states into delivering staggering numbers of condoms there. If the church spent as much money on donating condoms as they spend on lying to the people (effectively sentencing them to a slow and painful death), this problem would be much much smaller.
