Indeed this one deserves a WOW!!!!!
James Cameron did say that he had the idea and concept in mind for a long time, but couldn't produce due to the lack of technology, this movie was in the making for four years now.
And it looks amazing.

But is this based on the anime called Avatar? as in the boy who can control the elements?

No. Caneron's film is more a critique of the colonization and exploitation of indigenous peoples, in this case aliens called the Na’vi on an exoplanets moon called Pandora. BTW: the female Na'vi in the trailer is portrayed by Zoe Saldana, Uhura in Star Trek. The avatars are genetically engineered Na'vi bodies that humans can occupy remotely. Ironic considering the Na'vi characters are animated using motion capture devices attached to the actors

The movie about Avatar, The Last Airbender will be called just The Last Airbender to avoid confusion with Cameron's film (he claimed the title Avatar first) and is directed by M. Night Shyamalan. Writing is by the series creators. The film covers just the first season of the anime series, so sequels appear to be in mind.

We saw a teaser at the theater a few weeks ago and the footage looked very impressive.
