Artists fed up with Record labels not paying for licences sued the 4 primary CRIA ( Canadian Recording Industry Association ) members Warner Music Canada, Sony BMG Music Canada, EMI Music Canada, and Universal Music Canada.
Apparently it has been possible for record labels in Canada to quickly release an live album or compilation album by letting them release now and worry about rights holders later.
