      Child refugee sex scandal

      The United Nations High Commissioner for Refugees has sent a team of investigators into refugee camps in west Africa following the revelation that large numbers of children have been sexually exploited by aid workers there.

      The scale of the problem - revealed in an overview of a report by the UNHCR in conjunction with the British-based charity Save the Children - has surprised relief personnel.

      The unpublished report - details of which have been obtained by the BBC - covers Liberia, Sierra Leone and Guinea and is based on a study of more than 1,500 people interviewed over six weeks last October and November.

      An unspecified number of interviewees complained that they or their children had to have sex in order to get food and favours.

      Over 40 aid agencies - including the UNHCR itself - were implicated, and 67 individuals - mostly local staff - named by the children.

      Some under-age girls said United Nations peacekeepers in the West African region were involved.

      Most of those who said they were abused were girls under the age of 18, but the mission said it had heard from some who were much younger.

      Among the claims are:

      * that young girls have been raped by mainly South African and Indian soldiers, who lured them with sweets;
      * that soldiers are running child prostitution and pornography rings;
      * that a South African colonel was sent home after being found guilty of molesting his young male interpreter. He had requested under-18 males to act as his interpreters since the start of the mission.

      These scandalous acts have allegedly been going on for months without anything being done. Now the UN has sent a special team to the DRC to investigate the allegations.

"We think this will look worse before it begins to look better," she said last May after efforts to investigate peacekeepers in Congo had fallen short.

      The report found abuse at all age levels from 8 to 18, though the victims older than 12 were identified as being "regularly involved in 'selling sex'." But "all of the respondents clearly stated that they felt that the scale of the problem affected over half of the girls in their locations," the report said.

Remembering all the victims of modern day slavery around the world and sexual abuse, I am searching for the reports on whether the authorities have brought the remedies for the victims of child molestation and sexual assault by the UN peacekeepers in Haiti, Congo, and many other countries. So far, they are nowhere to be found.

      GENEVA – A United Nations probe collected 217 allegations of abuse of girls and women by peacekeepers in eastern Congo, from sex with teenagers in the back room of a liquor store to threats of “hacking” victims for cooperating with investigators.

      The 2006 investigation found many allegations credible and said evidence suggests “frequent and ongoing” sexual exploitation in the region. But it could only establish proof against one of 75 peacekeepers accused of wrongdoing.

      Details of alleged incidents dating back to 2004 are summarized in a “strictly confidential” 17-page document.

      It is dated Jan. 30, 2007, and was published Wednesday by whistleblower Web site Wikileaks.org. The report has previously been referred to by human rights organizations and the U.N. itself, but not made public. U.N. officials confirmed its authenticity.

      Allegations of sex abuse and other crimes have dogged U.N. peacekeeping missions almost since their inception in 1948; the global body has in recent years adopted a “zero tolerance” approach.

      The report cited a number of cases where victims may have been pressured or bribed to keep silent. “One victim informed (investigators) that she had received a message from a peacekeeper that he would ‘hack them’ if he ever saw them again,” the report said.

        Right. So the point is the UN is secretly an organisation of pedophiles looking for world (or child) domination? Or is the point that Ritter abused weapons? Or did he molest kids while on weapon-inspection duty?

        Really, is there any relation between his alleged child-abuse or whatever it is he is going to be accused of and his former role in the UN?

          Given the history at the UN the better question is if he's yet another example of their proven endemic problem? The place is starting to sound like an enabler given how hard it is to get reforms in place.

              Then the Mark Foley scandal must illustrate the same thing for the Republican party given the list I pointed out.

              Why would your logical construction apply to one and not the other?

              Personally, I think actions like those of the Ritters and Foleys of the world demonstrate a mental illness that is probably randomly distributed with regards to political views, and occupation.
              ANY large group could probably be accused of the same thing if the perpetrators got enough press to make creating a list possible.

                My, how defensive we are - totally ignoring the unique responsibility the UN has in aid zones. I start with him as an example of the UN's special problem and you guys take it all over the map. In debate class they called that a distraction fallacy.

                  Doc, even if the UN did have a "special problem" he wouldn't illistrate it.
                  Scott Ritter, of Delmar, N.Y., is charged in Pennsylvania with unlawful sexual contact with a minor for alleged online exchanges with police posing as a 15-year-old girl.
                  Last time I checked there has never been a UN Peace Keeping Mission, or any refugees in Delmar New York.

                  You are the one who changed the subject make it sound like his case was an illustration of the UN and it's officials.
                  I just pointed out that that same logic could be used to tar any organization one had an ax to grind with.

                    1. I never said he was on a peacekeeping mission, though he did spend much time in Iraq in the 90's and God knows what he did there. I pointed to "UN officials" in my next post, which is a far broader category.

                    2. Again, I mentioned the UN in follow up to the OP. You're the one who went Biblical trying to make their activities seem less grave by slinging the mud list at Republicans. Particularly partisan when I mentioned neither of the party's and that both are about equal in their offensive offenses.

                    3. And that sir is the distraction fallacy, the exact type being denying the correlative. Make whatever argument you wish about the UN, but drawing other unrelated groups in is a tactic more often used by soon-to-be ex wives

                      In the first place, Distraction Fallacy is a formal debate term, not a term of logic.
                      Debate is sport like football or chess.
                      Reality isn't defined by who writes the best advertising copy.

                      Scott Ritter simply doesn't illustrate anything about "UN Officials" in general.

                          Larry E. King Jr. was the head of a credit union in Nebraska. He was investigated for credit union fraud and hiring child prostitutes in Nebraska by the state of Nebraska, but never charged or convicted on the sex charges. He did get sentenced to 15 years for the fraud case. His sole connection to the White House was that he helped with some of the money laundering for Iran Contra. The hyperbole that was in that post regarding White House sex parties started in a Barcelona, Spain free-news rag called Pronto, but was never confirmed or even taken seriously here but for the netrooters.

                          Craig J. Spence was a lobbyist who had two scandals that seem to have been intertwined in the posts reference. He gave a White House guard, who are actually uniformed Secret Service officers, an expensive watch in return for getting passes for after hour tours for his friends. Separately, as in a year later, he was tied to a male prostitution ring and drugs when it was investigated for credit card fraud.

                          So, as with many of these long netroot generated "sources", it's best to take 'em with a grain of salt...or perhaps the whole shaker.
