Casting report:

General Chester Phillips: Tommy Lee Jones

In the original story line Steve Rogers could not serve in WW-II due to his poor physical condition. US Army General Chester Phillips, looking for test subjects, offered Rogers the chance to serve his country by taking part in Operation: Rebirth, which sought to develop a means of creating Super Soldiers.
