    The dividing line on this is reasonable regulation vs. discriminatory. With a poll tax it's often used to restrict voting rights for minotities that otherwise exist elsewhere - and that's the hook. For things like getting a purchase permit & registering, or registering to vote, it's just enabling legislation to assure eligibility.

      What happens if a State legislature concludes that it is a reasonable regulation to not allow firearms in any establishment that serves liquor and another State does not regulate that?

          That's why we have courts - to decide what's reasonable. We in Michigan have gun free zones for now, but with those bills in the legislature that could change, or the list reduced in scope. Hell, Michigan doesn't even have a 'brandishing' law, so the AG went with the dictionary definition; waving a weapon in a threatening manner vs. just carrying one around. That's the root of our open carry, which is in the process of codification.

          Federal is another matter as the list is in the predominant US Code - ex: you can't carry in a federal building, but you can on AMTRAK trains and in National Parks. Where the 1995 school gun free zone law went off the rails was it extended off school property.

          This'll all take a while to shake out.
