It looked like Chris Evans was on one of the ships in X-MEN :First Class near the end. (Or someone who looked just like him...he was the Flame in Fantastic Four, right ?)
So the response to the 'Mutant Threat' would be to create one of their own ? Enter Cap'n America.
But then again, that was well after the 2nd world war....PC-1

Bucky's not really a sidekick in this as in the comics - more a camp buddy who's a commando/sniper.
