If you don;'t use the GPU, don;t use 10-bit color, then ditch the graphics card entirely. In fact, many parts seem overkill and enthousiast-level to me. One thing I would spend more money on is a larger SSD.

Lightroom doesn't use the GPU and doesn't support 10bit color either, so I'm aiming for the cheaper U2713HM (fixed!) instead.
The 7870 is still pretty useful because she plays on occasion

Er, you mean the Dell U2713HM right? Not the U2713H.
As for the SSD, I would recommend at least 128gb, the price difference is minimal and often extra room for that little bit more now prevents reinstallations and what not later when upgrading the os drive.

Updated the SSD to Sandisk 2.5" Extreme 9.5mm 120GB SATA3, costs about twice as much as the 64GB model.

I have the U2713HM. Seems fine but I may not be that critical. Love the small sharp letters.

See if someone can buy monitor on company expense and shave off VAT if you have that in your country.
Here you can buy IT stuff on company and write it off in 2 years so you deduct VAT and put it in expenses. One-off items costing less than 400 EUR can be completely put in expenses during first year.

And do you really need a HT-CPU? Just wondering whether there would not be a nice i5-4xxx that would be cheaper and less power consuming (Although, with all the power saving features nowadays, I wonder how much less power a i5-4xxx uses if less than 4 threads are running, may make little difference). I5 vs I7 is about 30% better multi threaded performance for about the same amount of money. Lightroom being so CPU hungry will benefit from that.
HD4600 is what you find where exactly, on AMD A line cpus?

HD4600 is on the i7-4770. But yeag, if you need to play games as well then it may well not be enough. Guess it'll be an über-machine then. Wow, 100% markup for the 128GB?? That's some serious mark up. Over here it's only about a 30% increase from the 64GB to the 128GB.
Anyway back to the point, it sounds like you're trying to do too much with more than the usual limitations for a setup like this. Usually a small form factor and packing the type of power you're talking about means $$$. If you want to save $$$, usually means bigger case to get the more powerful gear in with appropriate cooling. Or to go bare minimum for requirements in a small form factor with less efficient cooling.
Might be a bit hard to get what you want in the end. Not to mention the "proper" setup later on. Be aware of costs involved, sometimes it might be better to go full hog and get the end setup from the get-go. Kinda depends, but something you might want to think about.
