NASA has published a new land use Master Plan. On page 6 it includes possible LC-39C and LC-39D pads, and a vertical landing pad north of the existing LC-39A/B.
LC-39C and LC-39D are where NASA had planned to build the post-Saturn V NOVA super-heavy launch pads, so they may be SpaceX BFR possibles. The vertical landing pad (SpaceX F9R?) is associated with a horizontal launch & landing strip (likely XCOR) and the modded Shuttle Landing Facility (StratoLaunch.)
With commercial space growing to $tens of billions and growing fast such changes are to be expected.
