The grid fins hydraulic system (single circuit for low mass) ran out of fluid 1 minute before the landing attempt. Next flight, the DSCOVR mission to Sun-Earth Lagrange point 1 (1.5 million km out), will have 50% more fluid.

Why would it expend hydraulic fluid? A total loss hydraulic system?

The KISS, lightest hydraulic system for a rocket is a gas pressurized feed tank, control valve(s), servomotor(s), and a drain tank. No return circuit plumbing, flow valves, pumps or the power supply to drive them.

Anything more complicated (and therefore heavier) than that reduces payload mass to orbit. They'll just increase the tanks 50% and fly again.

For the hydraulic engine gimbals that steer the rocket they use the kerosene fuel as hydraulic fluid before it's consumed.
