Breaking water to Hydrogen and Oxygen takes the same amount as energy as you receive from 'mixing' them back together. If he found a way to gain energy this way, nobody will need cold fusion...

I read a while ago about an water based engine "enhancer" that used electrolysis, but all they claimed was that the hydrogen and oxygen gas just increased the combustion efficency and reduced emissions from the regular fuel.
