      What I read is:
      Someone stole blueprints of something so expensive almost nobody can afford to build, let alone have the factories capable of manufacturing such, unless it's a rather well developed country.

      If another country gets these blue prints, then they might have saved some $$$ on development, but still needs the infrastructure and budget for building it.
      Any other case means that any design flaw and other kinds of weaknesses will be revealed.

      As for the missiles, I bet you could still buy cheaper from ex-USSR depots.
