If there was just 1 or 2 buildings with these designs, I might believe this was a current American skyline.

In what way is this "easy?" I suppose if you are a world traveller and have had the money and occasion to see every city on the planet it might be easy..

Alright, from what I can see, it is very flat, with a body of water in the background, possibly an inlet or river. The streets seem to be on a squarish grid pattern. Looks like an industrial city in America somewhere, but nothing in the pic tells me where. Baltimore?

Hmmm! I'm surprised that no one got it, at least yet.

Clues: it is in N. America. The city population in 1996 was 1,016,376 and the 2001 estimate of the metropolitan area was 3,511,800. It has a world-famous Botanical Garden and is noted for being environmentally sensitive. It headquarters at least two UN organisations. It had a number of traditional industries, but has gone quite hi-tech in telecomms and pharmaceuticals in recent years. It has an underground city of streets and shops.

I can't say I recongize the tall building in the middle... there is a similar one there, but not that one
