By some chance, it may be. I thought you would probably suss it, immediately. The guy on the hoss is a member of the Sultan's guard, outside the palace. For those who don't know it, Malaysia has elected royalty. This apparent contradiction is that it is a Federation of States, most of which have a hereditary Sultan or King as a Head of State. There is a "college" of Sultans which elects one of their members, in turn (for 5 years, IIRC, but am not sure), to become the Federal Sultan or Head of State. His job is largely ceremonial and to receive the letters of credence from ambassadors, with almost no political power.
