Not Africa, not an island. Please ignore skin colour, I think this is misleading. I don't particularly associate the country with dark skins, although some people may have them. Concentrate on the dress style (where it isn't jeans!), and the buildings.

Judging by the cars, I'd say South/Central America then...the church is very peculiar, but I'm not at all experienced in the field to remark anything other than that it must belong to one of the crazy(ier) Christian cults...more or less random guess based on the street scene: Belize?

It is in S. America. The church, if it is a church, is 99% probably Catholic. I have some doubt as to whether the building, or the tall one to the right of it is the title given to the page from which I extracted the photo. If it is the ecclesiastical-looking building, then it is not a church. On the other hand, I do know the Cathedral of that city is modern, so it could well be that and the tall building is the subject. Sorry, I'm as confused as anyone and I haven't been able to find clarification.
