"DVD Menu Maker Plug-in* lets you make custom DVD menus."
And then they inform you at the bottom of the page:
"*Available for download, late 2006."
I already have version 11 and I'm scratching my head and wondering why I should upgrade when I already have a fully-functional "DVD Menu Maker Plug-In" tailored for my version.
Perhaps the new plug-in has 16:9 menu creation capability.
If so, that might be a reason to upgrade, if one is working with 16:9 format HDV or AVCHD camcorders.
Maybe they've been taking a leaf out of Micro$ofts book by adding some eye candy and calling it the next version without anything really new and wanting to charge you all over again.

Then the menu in your screen shot becomes visible.
That's fine.
You can use the templates in the EasyPalette to design your menu.
If you know enough about PhotoImpact's Layer Manager, you can make it work.
But the problem I was talking about happens when one clicks EFFECT > DVD MENU > DVD MENU PLUG-IN.
See what happens?
When you do that, you are given a message that states:
"The dimensions of the template must be 768 x 576 pixels."
So, to improve on the design of the DVD Menu Plug-In, perhaps Ulead will allow the forthcoming plug-in for version 12 to accept the 16:9 menus that one can create in the Ulead WORKSPACE (using your method).
Perhaps that's the reason for the delay, right?
Currently, it seems the Ulead DVD Menu Plug-In is confined to 768 x 576, 4:3 aspect ratio menus.
