Just a mains rocker switch, which I have just replaced.
Its a halogen lamp so I am thinking the transformer is cause a spike, but why booting windows makes it trigger is perplexing.

The idea if trying a different cables might get somewhere.
You could see if there is a bios update for your motherboard, I have seen updates on some baords that fix corruption issues like this so you can use the VGA to DVI adapter. It might be worth checking if there are any official updates for your vdeo card as well.
