Yuppers. Just right-click on the app and you'll get two options on the pop-up menu:
Pin to Start
Pin to Taskbar
The first pins to the big start screen, the second to the desktop taskbar. You can pin drive and folder links to Start the same way.
There are ways to script it but I've never really played with it before. This solution looked pretty interesting.
