Nehal - Start up your computer and when the cpu starts to get somewhat hot, see if the heatsink is getting hot also (touch it - not the fan ). It should be hot as well. If it is hot, then you have good thermal contact and it is probably your fan got fried (might seem ok, but a little slow is bad). If the heatsink is cool or only slightly warm, then you probably need to remove the heatsink, clean it off, and reassemble it with new heat transfer paste (Radio Shack). Assemble it carefully and make sure the heatsink sits flush against the processor core.
If the fan is bad, try to replace it or buy a new heatsink/fan combo.
