His motherboard does the slot sharing in reverse order. The first two PCI slots share with each other and the USB, the last slot shares with the AGP.
EDIT: The P3BF uses the standard sharing arrangement of the BX chipset, I thought it was one of those boards that flipped the arrangement upside down, but that isn't the case

Move your NIC down one slot, and boot into windows to verify that it grabbed IRQ9, if it did not, go into your bios and force it to IRQ 9. Post back with results.
