Social Services like to give money to either their client or their promary care giver. As the whole community is pitching in and no single person can put up their hand and say 'I', responsible for him' he will fall through Social Services's net.
Sad, but it happens an awfull lot...unfortunately as mdhome said, taking it to the press is will be the only thing that gets it sorted out...but it's likely to cause you a lot of grief in the process.
And I think you are right, this is all to save money.
