Pure survival.
The consequence is that you do what's necessary to prevail before your enemy does it to you. If you do otherwise you're likely to lose and your people will suffer the consequences.
Being politically correct during a war is one reason why we lost in VietNam. PC in VietNam? Yup. Much of the time guys in both VietNam and other countries involved in that conflict were under orders to only fire after than had been fired upon. This of course meant that some troops died before the other members of their units could return fire.
In short a lot of our guys were fighting with one hand tied behind their backs. Only later on were more agressive tactics employed, but by then it was too late.
Example:
During the VietNam war my best friend was stationed for a year at the USAF base in Udorn, Thainald. One night he was stationied in a guard tower at the end of a runway. He was under orders only to fire on enemy forces when given permission from the Thai commander. Sure enough one night some guerillas ran out of the woods and started placing charges at the base of the tower he was in.
It took the Thai commander until the last millisecond to give the order to shoot, and from what my friend says his first shot was near simultaneous with the order. Why was he so "impatient"? By the time the order was given the charges had been planted and one of the bad guys was wiring the firing box, so he was in no mood to wait![Roll Eyes (Sarcastic)](http://murc.ws/core/images/smilies/rolleyes.gif)
So close was the timing that the Thai commander wanted him brought up on charges for firing without permission. The US commander told the Thai commander where to go and then gave him directions![Big Grin](http://murc.ws/core/images/smilies/biggrin.gif)
THAT is how you "fight" a PC war. Lesson learned.
