    Like I mentioned before, I find that if you kill someone it's more a quick fix for the current problem. Now we all want this person to stop doing what they are doing but I find that this person deserves to suffer A LOT more than to be put to death.

    That's my .02$.

      Why waste our time showing people that we can be just as inhumane and torture someone when we can just kill him and be done with it.

            Geesh, ever since 9/11, everyone want to go militaristic to solve their problems. Yes, people the terrorists have won at least a partial victory.

            Why declare martial law for a serial killer? What advantage would it get you? You'd only be helping the sniper get his/her/their desired effect.

              Some problems with martial law;

              1. It would necessitate Congress pass a Posse Comitatus resolution in both houses.

              2. Congress is out of session for the November elections.

              3. Even if Congress were called back in an emergency session it wouldn't pass the Senate. The Senate Judiciary Committee chairman (Sen. Patrick Leahy, Vermont) is an extreme civil libertarian who would not even allow a vote on it. He would also likely have the support of Sen. Ted Kennedy and Sen. Joe Biden, & others.

              He's also very partisan and also quite willing to not even let bills & nominations out of his committee even if they have enough support to pass by a wide margin in the full Senate.

                  If it's the only way to get the army in, than by all means.

                  But wouldn't Martial Law include curfews and the zone be somewhat paralized by people not being able to go by their daily activity ?

                          Definitely the latter. I read that the other day 150,000 schoolchildren were kept at home while the schools were shutdown. That's about 400 years of time, or 5 lifetimes. And he didn't even fire that day. I'd be out there doing the same thing, like he wasn't there. 12 people in an area of millions is nothing to be worried about statistically. You might as well never leave your house if those kind odds bother you.
