This could just mean they need people with new knowledge to update their current hardware proiles.

Someone fresh out of college isn't going to be able to design a high end graphics ASIC.
It isn't possible to do an update to the current gpu core to make it fully DX10 compatible for the Aero interface without basically a full redesign. Their boards will work on vista with new drivers, but they just won't have the cool interface support. Don't expect to see a DX10 compliant gpu from Matrox for quite a while.
I believe that Matrox has been working with the Windows Vista compliant GPU since the release of Parhelia-8x graphics cards, but they also want to make sure that they have enough talented people for the years to come (Windows Vista 2nd Edition, Windows WhatEver etc.)...
