More than one person involved in a criminal conspiracy is one definition of a "gang", but in generally it's a few people....almost always delinquent minors or young adults....who "own" a few blocks around their neighborhood and most often handle the drug distribution in that area. In studies the age distrubution in urban gangs is as follows;
* 21 percent under age 15
* 45 percent ages 15-17
* 28 percent ages 18-24
* 5 percent over age 24
But in real life a "gang" can also include organized crime groups as well as youth gangs, but there is a lot of crossover since the larger more organized groups (drug cartels, Mafia, Hells Angels etc.) use the street gangs as their drug distribution networks.
To show you how pervasive this can end up; back in the 1980's perhaps the most active Detroit drug gang was called "Young Boys, Incorporated", run by a punk called "White Boy Rick". His girlfriend was the niece of then Detroit Mayor Coleman Young
