as for demerits,
I know atleast 2 ppl that are driving whithout a liscence.
One even has been caught without a liscence and insurance (he can't be insured)on a couple of occasions. He just pays the fines (he makes a very good living) and away he goes.

Take into account that losing the ability to drive does not mean a loss of mobility.

There is always the bicycle and public transportation (the way I get around, by choice, even though I have a car).

As for the Finnish system, I find it to be just fantastic!
